Policy and Planning Public infrastructure contributes to our standard of living through its impact on productivity and by enabling public services to be provided efficiently. Infrastructure investments are also needed to accommodate future population and economic growth. The Government of ’s capital investment creates long-term assets (infrastructure). Good asset management is required to sustain our investment in infrastructure. Asset management principles can be applied to both existing assets and new investment. A life cycle cost analysis from an asset management perspective may impact the initial investment decision. Significant investment is required to maintain existing assets in a good state of repair. As the capital stock grows, more investment is needed. In addition to its own infrastructure investment, the government is a key source of financing for municipalities, hospitals, schools and post-secondary institutions. The Challenge The Government of is developing a 10-year strategic infrastructure investment plan to guide its future investment decisions. Public infrastructure is key to building a strong economy and a better quality of life for all Ontarians. Over the next 30 years, ’s population is expected to grow considerably. Those people will need schools, hospitals, roads, and water and sewer services. PIR was created to address infrastructure issues by building more compact, liveable communities that benefit citizens and ensure continued economic growth and prosperity. PIR is developing strategies and policies for the long term. It is responsible for coordinating and leading the government’s effort to develop infrastructure initiatives that align with existing federal infrastructure programs – including the Affordable Housing Program, Municipal Rural Infrastructure Fund (now known as - Municipal Rural Infrastructure Fund or COMRIF), and the Strategic Infrastructure Fund – to leverage maximum partner funding. PIR provides a broad framework for planning and coordinating the government’s investments in public infrastructure. Part of our task is to develop a coherent, long-term plan for infrastructure investments, so that our investments are mutually reinforcing.
