What is a performance audit?
An independent assessment of the performance of a program or agency that may
evaluate its economy, efficiency, program effectiveness, management controls,
and compliance with legislative intent.
What is a financial related audit?
Since the State Auditor conducts financial statement audits, the Auditor's
Office performs financial related audits that determine whether 1) financial
information is properly presented; 2) internal controls for financial data are
adequate and assets are safeguarded; and 3) financial compliance requirements
are met.
What is a special study?
Focused evaluations that typically take a different form than an audit such as a
cost/benefit analysis or a comparative study.
What is an audit finding?
If an issue is identified, the results of audit work are conveyed as findings.
Elements of a finding include: the basis or criteria for determining that a
problem exists; the condition or situation that was observed; the effect or
impact of the condition; and the cause of the problem to the extent that it can
be determined. Findings should result in recommendations that resolve the issue
and be helpful to the policy makers and audited agency.
Audit Standards:
The Auditor's Office follows generally accepted government auditing standards
promulgated by the U.S. General Accounting Office. These standards provide
guidelines for the conduct of audits and professionalism of the office; they are
designed to ensure that audit work is performed objectively and rigorously. The
outcome of an audit is a published report with findings, recommendations, and
the executive's response to the report.

Typical audit process:
1. Plan project on adopted work program 2. Entrance conference with agency
management 4. Develop draft confidential report 5. Internal review & approval of
report and work papers6. Confidential technical draft report sent to agency for
technical review 9. Prepare final report incorporating executive response & any
auditor's comments to them 10. Present report to council committee & report
becomes public document3. Conduct project fieldwork & analysis 7a. Technical
input incorporated in draft report as appropriate 8. Executive has two weeks to
issue official response to Auditor's Office Technical input received from agency

To perform professionally the statutory duties of
County Auditor with integrity, independence, and a spirit of technological
innovation while emphasizing outstanding customer service, excellent public
information, and efficient use of taxpayer resources with a streamlined,
